Deputy Director

Wahidullah Nomani is a Civil Engineer with over 10 years of experience in construction, WASH, and community development projects across Afghanistan. He holds a Bachelor’s degree in Civil Engineering and has worked with national and international organizations, including IRC, UNHCR, WFP, MRRD/CCNPP, and other development partners. He has served in senior technical and management roles such as Project Manager and Vice President & Technical Engineer at Tamim Afghan Construction Company (TACC), contributing to the planning, design, supervision, and successful delivery of donor-funded infrastructure projects. Mr. Noamani brings strong expertise in construction supervision, quality control, contract management, and compliance with national standards and environmental and social safeguards.

Jaweed Hakimi

Senior Technical Engineer and Proposal Writer

Javid Hakimi is a civil engineer and construction management professional with extensive experience in infrastructure and development projects. He holds a Bachelor of Engineering in Civil Engineering from Savitribhai Phule Pune University, India, and a Master of Science in Civil and Industrial Construction Engineering from Kabul Polytechnic University. Since beginning his career in 2015, Mr. Hakimi has worked with national and international organizations and private firms in roles including Site Engineer, Project Manager, Senior Construction Management Engineer, and Proposal Writer. His experience includes projects funded by major donors such as the United States Embassy Kabul, UNICEF, UNOPS, IOM, and UNDP, covering infrastructure, WASH, shelter, and multi-sectoral development initiatives. Currently, he serves as Senior Technical Engineer and Proposal Writer at Tamim Afghan Construction Company, contributing to technical design, construction management, and proposal development with a strong focus on quality, accountability, and sustainability.

QC Manager

Mohammad Tariq Abid is a Civil Engineer and experienced QC Manager with over ten years of professional experience in infrastructure development, public facility construction, and humanitarian programming across Afghanistan. He holds a Bachelor’s Degree in Civil Engineering earned in 2012 with a cadre-level academic standing. Mr. Abid has led and managed a wide range of projects, including transport terminals, public spaces, rural development programs, WASH and shelter interventions, and education and environmental infrastructure projects. He has served in senior roles with EACDC, the Ministry of Rural Rehabilitation and Development (CCNPP), and ACHRO. Since joining Tamim Afghan Construction Company (TACC) in 2021, Mr. Abid has managed multiple school, clinic, and environmental infrastructure projects in Diffracts Province of Afghanistan.

Electrical Engineer

Rafiullah Safi is an experienced Electrical Engineer with a strong background in power systems, commercial operations, and construction projects. He previously served as Acting Deputy Commercial Director at Kabul Breshna Directorate, Da Afghanistan Breshna Sherkat (DABS) LLC, and held senior roles including Customer Service Director and Power System Protection and Control Engineer. Mr. Safi has also worked as a Site Engineer with Panjshir Panjkoh Constructions Company Ltd., a US Federal Government Prime Contractor, and as a Part-Time Electrical Engineer with Tamim Afghan Construction Company (TACC). He has completed professional training in the National Electric Code (NEC), leadership, MS Project, and capacity building programs funded by USAID. He contributes valuable technical expertise and utility-sector experience to TACC’s electrical and infrastructure projects.

Operations Manager

Mr. Abdullah Saadat is an experienced operations and administration professional with a strong academic foundation and over six years of progressive experience working with national and international organizations. He holds a Bachelor’s degree in Economics from Kandahar University. Throughout his career, Mr. Saadat has served in key roles as Operations Manager and Administration Manager, where he developed solid expertise in organizational operations, administrative systems, and resource management. He possesses strong technical skills, including proficient use of QuickBooks and Microsoft Excel, supporting effective financial tracking and operational reporting. As Operations Manager at Tamim Afghan Construction Company (TACC), Mr. Saadat plays a vital role in ensuring smooth day-to-day operations. He is responsible for coordinating resources, strengthening internal systems, and providing essential operational support to enable teams to efficiently deliver projects and achieve the company’s mission.

Nesar Ahmad Ahmadi

Senior Finance Manager

Nesar Ahmad Ahmadi is a finance and accounting professional with a Bachelor’s degree in Economics from Nangarhar University. He has extensive experience in financial management, reporting, and donor-funded development projects across Afghanistan. He previously served as Regional and Senior Finance & Accounting Specialist with the ZF/ACEBA Project in Kandahar and Mazar-i-Sharif. Currently, Mr. Ahmadi works as Finance Manager at Tamim Afghan Construction Company (TACC), where he oversees financial operations, budgeting, and compliance. He is an ACCA aspirant with strong proficiency in QuickBooks and ERP systems, committed to efficient and transparent financial management.

HR Manager

Mrs. Nabeela Rustaqi holds an MBA and has over 14 years of experience in HR management, program, and operations with international and national NGOs. She focuses on empowering Afghan girls and women through education, scholarships, and support for women-led businesses across Afghanistan's 34 provinces. Her dedication to women’s rights has earned her a significant role in TACC decision-making process. Currently, she ensures the team has the necessary resources and support to fulfill TACC's mission.

Zakir Hussaini

IT Officer

Zakirullah Hussaini holds a Bachelor’s in Computer Science from Peshawar University (2019) and a Bachelor’s in English Literature from Allama Iqbal Open University. He is certified in Cisco CCNA and CompTIA Network+, highlighting his expertise in IT and networking. He has served as a Master Trainer with ANAFE DVV International, funded by BMZ Germany, focusing on capacity building. Previously, he worked as an IT Officer with WADAN, managing and optimizing IT resources. Zakirullah’s dedication and diverse experience make him a valuable asset in Information Technology.

Safety Officer

Mohammad Zahid Khaksar is a dedicated Safety Officer at Tamim Afghan Construction Company (TACC), with a strong commitment to promoting safe, healthy, and compliant working environments across construction sites. He plays a key role in implementing occupational health and safety standards, ensuring that all project activities align with national regulations and international best practices. In his role at TACC, Mr. Khaksar is responsible for site safety inspections, risk assessments, toolbox talks, and incident reporting, as well as training workers on safety procedures and the proper use of personal protective equipment (PPE). His proactive approach helps minimize workplace hazards and fosters a culture of safety among project teams.

Ajmal Mohammadi is an experienced Foreman at Tamim Afghan Construction Company (TACC) with over six years of hands-on experience in construction and site supervision. He has a strong background in coordinating daily site activities, supervising skilled and unskilled labor, ensuring quality workmanship, and maintaining compliance with safety standards. Throughout his career, Mr. Mohammadi has contributed to the successful delivery of infrastructure and construction projects by supporting engineers and project managers, managing materials, and ensuring work is completed according to approved plans and schedules. His practical knowledge, leadership skills, and commitment to teamwork make him a valuable member of TACC’s project teams.
